Our Goal & Mission

The GOAL of the Greens Bayou Wetlands Mitigation Bank is to work with nature to create high-quality wetlands mitigation, primarily for Harris County projects.  A wetlands mitigation bank streamlines the construction of important flood damage reduction and other projects, by allowing the Harris County Flood Control District and others to more efficiently obtain necessary U.S. Army Corps of Engineers permits.  Additionally, as stewards of the environment, the Flood Control District wants to develop wetlands mitigation that maximizes wetlands functions and values.  Mitigation banking on large tracts of land, such as Greens WetBank, allows for greater floodplain storage and habitat conductivity, eliminates temporal loss of wetland functions and values, and creates a more sustainable system, with greater diversity of habitat and wetland functions.

The Greens Bayou Wetlands Mitigation Bank supports the MISSION of the Harris County Flood Control District, which is to provide flood damage reduction projects that work, with appropriate regard for community and natural values. In building its projects - such as stormwater detention basins and channel improvements - the Flood Control District works in accordance with federal law to avoid protected wetlands. When impacts to these important aquatic resources are unavoidable, however, the federal government requires compensatory mitigation. That means the Flood Control District must restore, establish, enhance or preserve other wetlands to replace those affected by its proposed projects. Of all the currently available alternatives for compensatory mitigation, mitigation banking is the method "preferred" by the Environmental Protection Agency and the Corps.

The Greens WetBank allows the Flood Control District to continue its important work: building and maintaining projects that reduce flooding risks and damages. The Greens WetBank also sells mitigation credits to other Harris County projects and to private developers. Proceeds from credit sales are used to continue Corps-mandated monitoring and maintenance of the bank.
